"The Sihanoukville Special Economy Zone is jointly developed and constructed by the Hongdou Group and Cambodian enterprises in the Preah Sihanouk province's Kampong Seila district. It has been repeatedly mentioned in the China-Cambodia 'Joint Statement' and 'Joint Communique.' Since its foundation in February 2008, the development and construction have been accelerating continuously. Especially after the proposal of the 'Belt and Road' initiative, seizing opportunities and riding the wave, it has become Cambodia's fastest-growing, most influential, and socially admired economic zone. Currently, the Sihanoukville Special Economic Zone, covering about 0.615‰ of Cambodia's national land area, is home to approximately 1.8‰ of the population, contributing about 7.13% to Cambodia's total import and export volume. It is acclaimed as the 'locomotive' of economic development in Preah Sihanouk province and a 'golden rice bowl' for local residents. In the first nine months of this year, the total import and export volume of the entire zone reached a new high, achieving $2.507 billion, a year-on-year growth of 31.7%, injecting strong momentum into Cambodia's industrial economic development."
